Steps are to be taken to see that Marmaris does not interfere with buoys on
the Shatt-el-Arab bar. In event of her attempting to do so, the Commanding
Officer is to be informed that buoys are the property of His Majesty s Govern
ment and that he cannot be permitted to touch them.

At 9 A.M. as the Marmaris had placed a working party on board the launch
which was towing the lighter, I deputed Commander Willock to deliver a letter
to Commander of Marmaris stating that, in view of observations made yesterday
to former when he called, I presumed that the buoys which had now arrived
were intended for the bar, and therefore thought it well to inform him that two
of His Majesty’s ships were now on deputation for re-marking and replacing the
buoys of the British Government which had recently gone adrift. I added that
until the channel had been re-examined, it seemed to me that it would be a danger
to navigation for him to deposit any buoys and it would also hinder the work of
His Majesty’s ships, and I therefore thought Commanders of the latter would
necessarily object to his taking the action contemplated. I suggested the advis
ability of his referring for further instructions in these circumstances. Pending
communication of written reply to me, Commander Willock was informed that
these two buoys were intended respectively for the inner bar and “ six foot
patch ” abovementioned. He explained that constant complaints of German
ships has rendered this urgent.
