ANNEXURE to ^ ne ral Routine Order No. 677, dated Sbth September, 10),
Revised Rules for the Grant of Passes to Baghdad,
A. PERSONS WORKING IN THE INTERESTS OF THE FORCE.
(I) Passes ex Basrah to Baghdad.
Applicants must apply to the head of the Department employing them who will
apply for the necessary pass to the office of the Deputy Chief Political Officer, Basrah.
Such passes will only be granted with the joint concurrence of the Political Depart
ment, General Staff (Intelligence) at Basrab, and Police at Basrah.
. The Deputy Chief Political Officer, Basrah, will telegraph daily to the Deputy
Adjutant General, General Headquarters, and Commissioner of Police, Baghdad, names
of persons permitted to proceed, and date of departure, and name of steamer (if by
steamer).
(2) Passes ex Amarah to Baghdad.
The same rule applies. Passes will be applied for to the Assistant Commissioner
of Police, Amarah, and will only be granted with the joint concurrence of the Assistant
Political Officer, Amarah ; Intelligence Tigris Defences, and Police at Amarah.
Police at Amarah will telegraph daily to the Deputy Adjutant General, General
Headquarters, and Commissioner of Police, Baghdad, a list of the passes thus granted
(3) Passes from intermediate places on Tigris between Amarah and Baghdad.
These should be referred by the Department concerned to the Commissioner of
Police Baghdad, who will only grant passes with the joint concurrence of Political
Depariment and General Staff (Intelligence). General Headquarters, and the Deputy
Adjutant General.
(4) These rules do not apply to crews of craft in Government employ nor to
crews of country craft carrying goods for import into Baghdad, and to which blockade
passes have been issued. Such passes in no way affect the existing obligation on the
part of owners of country craft plying upstream to Baghdad to obtain a pass from
the Controller of Native Craft to permit them to do so.
The above passes cover both residents of and visitors to Baghdad, working in the
interests of the Force.
B,—OTHER INDIVIDUALS.
(1) All applications from persons other than those working in the interests of the
Force are to be submitted to the Political Authorities (Deputy ie olitic to the local
the case of Basrah) at the place of proposed departure, who wi re er
Intelligence and Police Authorities.
In the event of there being no objection on the part of these agthoriti Head-
Political Authorities will then apply to the Deputy A ju an H will annlv to the local

when this is granted will issue a Pass to the applicant.
C.-GENERAL RULES.
(!) Noone is permitted to .proceed to Baghdad via the Hai routes, or via the
Euphrates.
