The slight difference between the receipt totals of the above and of this table is du e
the fact that the latter has been formed from the trade returns, from which certain small
items have been excluded. The increase under the first head was due to the importation f
400 muskets for the Kotah Darbar, on which duty at the full rate amounting to Rs. 20 One
was levied. This was however subsequently refunded. There was a decrease of R s 48 KQ 1 !
in the net receipts under “ Potable Spirits ” and an increase of Rs. 7(5,493 in the net recei t
under “ Other Liquors,” showing a total net increase of Rs. 27,600 as compared with the or S
vious year. Imports of potable spirits decreased from 2,41,572 proof gallons in 1887 88
to 2,20,198 gallons—a decrease probably due to the existence of surplus stocks in hand
the result of the importations of preceding years, or perhaps connected with the very o-reat
increase during late years in the imports of spirits of wine. Under the amended Tariff Act
of 1887 the revenue from spirits was higher by Rs, 1,63,110 than it would have been under
the previous Act. The gross receipts under ^Petroleum ” increased during the year under
report by Rs. 3,16,070. This increase was due to the levy of duty during the whole year
while in 1887-88 duty was levied for less than two months. In spite of the duty the demand
for the article appears to have increased considerably. Refunds on spirits of wine supplied
to Government departments, amounting to Rs. 30,132 as against Rs. 19,294 in the previous
year, account for the large increase under this head.
The decrease of Rs. 42,552 in the gross receipts on account of export duty was due to
a contraction in the export trade in rice with Arabia, Persia and East Africa.
The principal of the tf Other items ” of receipt were recoveries of the cost, including
pension contribution, of establishments employed at private wharves.

The principal items of increase were warehouse rent, transhipment fees and fees
for copies, proceeds of unclaimed goods, and confiscations.
The total expenditure amounted to Rs. 3,15,886 against Rs. 3,12,507 in 1887-88. There
was a net increase of Rs. 2,398 in cost of establishment and of Rs. 981 in miscellaneous
expenditure. The total establishment charges amounted to ll’ol per cent, on the net collec
tions.
The adjustment of the share of the common customs revenue due to the Government
of Portuguese India was made shortly after the close of th$ year under report. The sums
decided to be due to that Government were Rs. 1,19,649 for 1886-87, and Rs. 1,34,348 for
1887-88. The number of cases in which penalties were inflicted under section 167 of the Sea
Customs Act was 380 against 357 in the previous year. The number of passengers whose
embarkation on and landing from steamers and square-rigged vessels under the Native
Passenger Ships Act were supervised by officers of the Preventive Department was 663,79^
against 649,019 in the previous year. One prosecution was instituted under the Act and
resulted in a conviction.

The increase in import duty was principally due to the new tax on petroleum

brought in Rs. 59,587 and to increases in the imports of gunpowder and malt liquors. The

The net provincial receipts were Rs. 15,987 as compared with Rs. 13,937 in the previous
year—an increase of Rs. 2,050. The amount refunded was only Rs. 6.
The customs expenditure amounted to Rs. 42,013 against Rs. 39,440 ip the previous
year. The increase was due to the repair of boats and to an increase of establishment.
Land Customs.
Under the operation of the Customs conventions with Cambay and Janji ra a ^j
of revenue and expenditure under the head of land customs have disappeared with
single exception of a sum of Rs. 9,000, paid annually as “ chouth 31 (quarter share of revenue
by the Dharampor State on account of the share in the transit duties belonging to ?
