most serious conflagration was that which in February 1889 destroyed the cotton press
and godowns at Colaba. Reforms in the organisation of the fire-brigade were under consi
deration. The number of street accidents was 490 as compared with 395 in the previous
year. The increase is coincident with considerable improvement in the provision of
paved foot-paths; and may possibly be due merely to more accurate registration.
The subject of education is dealt with in Chapter YII of this report. The Municipality
contributed Rs. 37,633 to the support of 62 primary schools, 32 being Marathi and 30
Gujarati. Of the former 28 were for boys and 4 for girls, while of the latter 18 were for
hoys and 12 for girls. The total attendance declined from 6,457 in 1887-88 to 6,196 in the
year under review. The new Act provides for the constitution of a Joint School Com
mittee of eight members, half to he appointed by Government and half by the Corporation.
The new hoard was formed in the year under review, hut no immediate changes in the
existing system of education were effected.
District Municipalities.
The work of the District Municipalities during 1888-89 under the heads Vital
Statistics and Medical Services^ and a Instruction ” is described in Chapters VI and VII.
Municipal water-works are mentioned in Chapter IV (Public Works and Irrigation).
The number of municipalities in Sind in 1888-89 was 26, as in the previous year.
The total number of municipal commissioners was 360, of whom 71 were elected and the
rest nominated, the elective system being in force in 6 municipalities only. The quarterly
general meetings were held regularly in all municipalities except Shikarpur, but, as in the
previous year, a large number of the members of the Karachi and Shikarpur boards failed
in a proper attendance. On the whole, however, municipal meetings were attended with
greater regularity than formerly, and the commissioners showed an increasing interest in
their duties. The aggregate income of the municipalities exclusive of balances amounted
to Rs. 8,97,371, or Rs. 2,66,645 less than in the preceding year, the decrease occurring under
the head of borrowed funds, which in the previous year included a new loan of three lakhs
contracted by the Karachi Municipality. Exclusive of this head, the aggregate income of the
several municipalities amounted to Rs. 8,66,507 against Rs. 8,41,066 in 1887-88, showing a
net increase of Rs. 25,441 in the year under review. An increase of Rs. 26,953 occurred
in the net receipts from octroi duties owing to increased importations, and there was a
further increase under other heads of Rs. 23,270, ascribed chiefly to the collection of
arrears of previous years and to larger receipts on account of water-rates in Karachi. The
refund rules were fairly liberal and were freely resorted to; the amount of refunds granted
during the year showing an increase. The incidence of municipal taxation was Rs. 1-12-9
per head of population against Rs. 1-11-1 in the preceding year. The aggregate expenditure
amounted to Rs. 10,89,399 or Rs. 32,726 in excess of the expenditure in 1887-88. A large
increase of Rs. 76,266 occurred under the head of public health, owing partly to expen
diture incurred in Karachi on the Empress Market and on the extension of the water
works, and partly to an increased outlay on drainage works in Sukkur and on a bathing
ghat at Shikarpur. The expenditure on public instruction amounted to Rs. 1,36,793 against
Rs. 1,91,501 in the previous year, showing a decrease of Rs. 54,708 during the year under
report. This was due chiefly to reductions in the large contributions formerly made to
the Sind Arts College and the Mahomedan Madrasa. The opening balance amounted to
Rs. 5,98,596 and the closing balance to Rs. 4,06,568.
The number of municipalities in the Northern Division was, as in the preceding
year, 29. The total number of members was 427, of whom 241 were nominated and 186
elected. Great irregularity in the attendance of members at meetings was noticeable in some
of the larger municipalities, notably those of Ahmedabad, Kaira and Kapadvanj. Commis
sioners who are men of business are frequently debarred from attendance at meetings by the
waste of time caused by the action of less practical members. The aggregate” income,
exclusive of balances, of the municipalities during the year amounted to Rs. 14,06,785 against
Rs. 9,45,742 in 1887-88, showing an increase of Rs. 4,61,043. This increase was however
entirely due to the receipt by the Ahmedahad Municipality of Rs. 2,65,200 on account of a
loan raised for new water works, and of Rs. 1,99,629 on account of deposits from contractors.
In items of true income there were increases under the heads of proceeds of land, pilorim
tax and taxes on houses and lands, and decreases under octroi and tolls. The incidence
of taxation per head of population was Rs. 1-3-6, or nearly the same as in the preced
ing year. The aggregate expenditure amounted to Rs. 13,02,405 against Rs. 9,21,981
in the previous year, an increase of Rs. 3,80,424. The increase was principally due
to large expenditure on water works in Ahmedabad and some other towns, and on flood-
protection works in Surat. There was a decrease under the head of establishment. The
opening balances amounted to Rs. 3,07,555, and the closing balances to Rs. 4,11,936.
The number of municipalities in the Central Division was 61 as in the preceding
year. A new municipality was sanctioned for Faizpur in the KbAndesh district, hut
had not been fully constituted at the close of the year. The number of commissioners
was 896, of whom 408 were elected. The meetings of all municipalities, except that of
Dhulia, were well attended. The aggregate municipal income, exclusive of balances,
amounted to Rs. 10,73,979, or Rs. 1,08,^50 less than in the preceding year. The revenue
