In order to establish an equilibrium in the finances of the State certain changes to
take effect from 1st August 1889 have been sanctioned by Government.
No change was made in the strength or constitution of the police force, which numbers
41 men. Seventeen offences, the majority being thefts, were reported during the year.
Fifty-two persons were brought to trial and forty-eight convicted. None appealed. Forty-
one prisoners were admitted to the subordinate jail at Jambughoda during the year.
Civil jurisdiction was vested in the Mahalkari of Jambughoda, who has the powers of Civil Justice,
a Subordinate Judge, 2nd Class, and in the Political Agent and his Assistant.
The expenditure on Public Works was Rs. 647 against Rs. 335 last year.
The public health was good. The vaccination of 163 children was effected, and 942
persons were treated at the Jambughoda dispensary. The cost of this institution was
Rs. 737.

DHARAMPOR.
Area, 794 square miles ; Population (1881), 101,289 ; Gross Revenue, Rs. 2,82,477.
This State is under the Superintendence of His Excellency the Governor’s Agent at General.
Surat. In the present review all statements and figures have reference to the Hindu year,
July 9th, 1888—July 10th, 1889.
The season was fair. The kharif crops, which are the staple of the State, were Season and Crops,
scarcely below the average. The public health was good.
The Revenue Survey continued in progress and was accompanied by an improvement in Survey,
the land revenue. The survey of 12 fresh villages was completed during the year, bringing
the number of surveyed villages up to 35. The cost of the year’s operations was Rs. 5,754
against Rs. 4,309 last year.
The Police force of 48 men was maintained at a cost of Rs. 6,654. Offences reported Police and
were 359, persons tried 500, and convictions 417. The percentage of convictions to trials Justice,
was 83 against 80 last year. Property valued at Rs. 506 was stolen, of which 61 per cent,
was recovered against 35 per cent, last year.
_ Including one arrear from last year, there were 102 original cases on the file of the Civil Justice.
Civil Court; of which 61 were decided during the year. Five out of six appeals were
disposed of.
The admissions to the Dharampor Jail during the year were 139. The cost of the Prisons,
jail was Rs. 2,843 against Rs. 2,421 last year.
The condition of the State’s finance is not altogether satisfactory. The revenue was Revenue and
Rs. 2,53,160 against Rs. 2,74,752 in the previous year. The decrease occurred principally under Pi nan ce.
the head of A'bkari, owing to diminished consumption of liquor in the State. The rayats,
it appears, resort to the neighbouring States for cheaper spirit. The Forest revenue, on the
other hand, improved. The expenditure during the year was Rs. 2,80,544 against
Rs. 3,7o,l75 last year. There was thus a deficit of Rs. 27,384 (resulting from the repay
ment of a portion of the debt of Rs. 77,500 incurred on the marriage ceremonies of the
Raja’s daughter last year) which was covered by a fresh loan of Rs. 27,500. Including
the new loan and the opening balance, the gross revenue of the current year amounted to
Rs. 2,82,477. J

The diminution in the consumption of State liquor has been noticed above. The loss Abkdd.
therefrom amounted to Rs. 22,190.
The expenditure on Public Works was Rs. 22,186 against Rs. 27,798 last year. Only Public Works.
Rs. 9,383 were expended on works of public utility. The Jubilee dispensary was completed.
The admissions to the dispensary numbered 12,566, or 1,298 less than last year. The Medical Relief,
expenditure was Rs. 5,254. The number of children vaccinated was 5,515 against 5,164 in
the previous year.
There were five State schools with an average attendance of 364. The expenditure Education,
decreased from Rs. 3,010 last year to Rs. 2,431. The Darbar is said to intend some
improvement of this department.
BA'NSDA.

The Bdnsda State is governed by a Chief having the title of Raja.
The rainfall was below the average and both the early and late crops suffered. The Season and Crops,
public health however was good.
