with 161J lakhs at the close of the preceding year. To meet the growing wants
of the public, postal facilities were increased during the year by the establishment
of 31 new post offices and 56 new letter-boxes. Fewer complaints from the
public were received than in the previous year and only a small minority of
these proved well founded. Twenty criminal offences connected with their
duties were committed by officials of the department, but only four were
prosecuted to conviction. The mails were six times robbed, three of the cases
occurring in Native States; but the amounts carried off were trifling and the
robberies were not, with one exception, aggravated by the murder of the carriers.
The year 1888-89 was the second of the Provincial contract for five years Finance:
made in 1886-87 with the Supreme Government. The total receipts for the year General -
under all heads, Imperial,. Provincial and Local, amounted to 1,256^ lakhs as com
pared with 1,259J lakhs in 1887-88, and the total expenditure to nearly 861 lakhs
as compared with 853^ lakhs. The net surplus of the year under report, amounting
to 395£ lakhs, consequently fell short of the surplus of the preceding year by
nearly 10 J lakhs. The decrease in the revenue of the year occurred almost exclu
sively in the Imperial Civil (chiefly opium) revenue and in the Military receipts.
The increase in expenditure occurred principally in Provincial expenditure in the
Civil and in Imperial expenditure iu the Public Works departments, due in the
case of the first department to causes described below', and in the case of the
latter to an exceptionally large expenditure on military works.
The imperial civil receipts for the year amounted to 753^ lakhs as compared imperial,
with 76?l lakhs in 1887-88. The enhancement of the duty on salt raised the
revenue from that source to the extent of Ilf lakhs, and the receipts from
excise and customs also rose to the extent of 6 ^ lakhs; but the improvement
under these and some other heads was more than counterbalanced bva loss of 30-1
lakhs in opium revenue in consequence of a failure of the crop in Malwa. The
imperial civil expenditure amounted to 76f lakhs as compared with81^ lakhs in the
previous year. The exceptional outlay incurred in the previous year on the crea
tion of reserves of salt to replace those exhausted by the abnormal demand of
1885—87 in Northern India was not repeated and there was also a saving in
expenditure on forests ; but the decrease was in the main due to the transfer from
imperial to provincial heads of a number of political charges. The net surplus
of imperial civil revenue amounted to 6771 Idkhs, which was less by 8 -^ lakhs than
the surplus of the previous year.
The Provincial receipts of the year including receipts under departmental Provincial,
heads, amounted to 388 lakhs as compared with 379| Mkhs in the previous year.
The increase of 8 § lakhs was due in some measure to real improvement in the
revenue from stamps, excise and some other sources; but was for the most part
the result merely of an adjustment of lakhs of land revenue transferred from
imperial to provincial accounts to meet the political charges newlv transferred
during the year and of an adjustment of interest in consequence of the
provincialisation of loans to agriculturists. The total provincial expenditure
amounted to 386- lakhs as compared with 381f Mkhs in the previous year. The
increase of 4-^ lakhs was partly due to the transfer of the political charo'es and
interest-bearing loans already referred to, and partly to special causes ; the
increase under these heads being partially counterbalanced by a decrease of
31 Mkbs in the outlay on public works. The net result of the provincial
revenue and expenditure of the year was a surplus of lakhs, in place of the
deficit of 2 §- lakhs with which the accounts closed in the previous year.
