Ihi73. Reference lo Secretary of State’s teleoram dated 28th January
1 reclamation to tribes. Following sent to Tehran 13th March :

necessary | )roclaination.
‘‘M) I Iis .Majesty’s Oovernment decided send troops into Persia.
i-P Step forced on us by (ierman action in Persia which Persian
(lovernment have not been, and are not in a position to prevent.
As His Majesty’s Government have no designs on Persian
independenci' and integrity, troops will be withdrawn at latest at
end o! the war. In the meantime hope that Persian people will
realise that step has been taken in their interests to prevent worse
calamity.
^ (A) Assurances to respect religious sacred places.

desire to interfere in administration. Supplies will lie paid for -it

His Majesty’s Minister replied Pith March :—

Kennion telegraphed on I9t.h .March, urging that he he authorised to
publish proclamation on above linos at once, as llritish detachment was due
to reach Ixermanshah m a lew days. I therefore instructed him to do so
