Karguzar telegraphed all these wild allegations before as kiug me or inform
ation ; he cannot know of Company’s desire to purchase 300 rifles, and his
statement is mere vague defamation made to excite Persian Government more
as I have not been informed of it myself by either Company or you. All I have
heard of it was from Inspector General, South kersia Rifles, a tew days before
he left, when he told me privately that he had just heard from Officer Com
manding, Kazerun, that Company were negotiating for the purchase of 300.
rifies, and that was his first news. „ . , ,
That you should think that through any fault of mine you have been
placed in embarrassing position causes me much regret. I would respectfully
submit (1) I informed you by my telegram No. 172 that m view of Soulat s
aHifnrlp p-nd ntliftr reasons I did not desire to be present at agieement but 1 was
oidered by you to go.
(2) I was not one of parties of agreement and my name is not on it : I
w r as not authorized by either of parties to communicate their business affairs
to others.
(3) As far as I know there is no precedent that local Government should
be informed of intention to make agreement. To your knowledge has it been
done in the case of the several other agreements of the Anglo-Persian Oil Com
pany. If so, I am unaware of it. Under instructions I participated in several
business agreements at Bushire, but neither before or after was local Government
informed to best of my remembrance. I understand, in any case, that under
concession Company are entitled to do business deals with whom they please
whether a whole tribe or single person.
(4) Surely position is that it was not anticipated either by you or myself
that opposition of Sardar Ashair would be supported and his lies fathered by
Persian Government : otherwise you could have yourself informed Government
knowing that agreement was to be negotiated, more effectively than I the
local Government. If Governor General had been officially informed by me
it w r ould not have prevented Central Government supporting Soulat, and would
merely have been the means for them to shift some of their resentment and
protest on to His Imperial Highness thus adding a re ason for his downfall
which Prime Minister and others are trying to obtain. His Imperial Highness is
quite pleased with agreement, and even now he is not complaining of not being
informed of it. rot,
(5) His Imperial Highness knows nothing about south of province, and
is always asking me for advice, I fail to see what advice he could have given
me about agreement. I should have had to write to him officially, and once
the intention w^as known in a Persian Government establishment it would have
leaked out every where, while I w r as at special pains to avoid having negotia-
| tumstli^mted by intrigue. Governor General is one of our very few friends
in femraz, and you can have very little idea of opposition and obstacles in town
> to anything British whether commercial or not.
