The Company could not consent to cancel the Kashkuli agreement,
( } whicTLs entered into in good faith on both sides, and which
would still be necessary for the smooth working of the e even though
they enjoyed to the fullest extent the good will of the Ilkham„
but were prepared to make it clear that they recognized the authority
nf the Ilkhani over the Kashkuli and to make the continued pay
ment of subsidies to the Kashkuli dependent on the continued
submission of the Kashkuli to the lawful authority of the Ilkham.
3 The Sardar Ashair replied by demanding that the agreement offered to
him should not be less advantageous to him than that of the Company with the
Stori Khans, who, he said would *
between the Company and tribes subordinate to the Kakhtian Japans.
4 The Question of Ilbem was discussed ; the Sardar Ashair said that for
practical purposes no such official had existed for many years past ; the analogy
of the Bakhtiari system did not apply, the matter was disposed of as shown m
the agreement.

prepared to give the Ilkhani a 3 per cent, interest in any Companies formed for the
extraction of oil in Qashqai territory, including the Kashkuli area, the Kashkuh

The Kashkuli agreement provides for a payment of £ 2,000 during period of ex
ploration, to be Replaced by a payment of £4,000 after oil is struck, to be replaced
at the option of the Company by 3 per cent, of shares of Kashkuli Oil Company.
The additional outlay involved by the new agreement with Soulat is thus
£ 1,000 during period of exploration^ £ 2,000 after oil is produced in paying,
quantities.
6 . After I had announced the Company’s readiness to make this concession,
the Sardar Ashair changed the conversation, the meeting soon after came to an
end and negotiations, which had hitherto been pursued in the presence of the
Prince, followed, at the Sardar Ashair’s desire a more subterranean course, our
respective Persian Secretaries being used as intermediaries. The principal ob
stacle was, of course, the Kashkuli agreement which Sardar Ashair desired to see
cancelled, not confirmed. By next morning, however, after lengthy discussion
lasting till a late hour, the two agreements in their present form were accepted.
7. Ghulam Husain Khan Kashkuli and Hadi Khan Kashkuli countersigned
the agreement late in .the afternoon and undertook to obtain the adherence of the
other signatories. The former left the tribe early in the spring and joined Sardar
Ashair in whose, camp he now resides : the latter joined us at Kamarij and came
up with us to Shiraz. He was brought in by Mr. Clegg by car from Shiraz at the
last moment, and, though in very bad odour with -Sardar Ashair, was well received 5
he returned with us the same night. Mr. Clegg took charge of the four copies of
the agreement and armed with a letter from Sardar Ashair and a ^old watch for
presentation on behalf of the Company, went off to Baiza to obtain"the signature
of the young Ilkhani.
8 . The Sardar Ashair struck me as a man of considerable ability and force of
character, with a good head for business negotiations ; it seems unlikely that he
