From Viceroy, 7th October 1915.
Private, lour private telegram of the 5th instant. Sir John Nixon’s
plans. Commander-in-Chief agrees with view contained in my private
telegram of yesterday that it would be unwise to occupy Baghdad with our
present forces. As regards suggested employment of Japanese troops, I
am not enthusiastic over the idea, and feel there are very grave objections
on the ground of prestige and popular sentiment in the East. Moreover,
stringent conditions would be essential if they were employed in Mesopotamia.
But 1 feel strongly that we have got to win this war, and that ditliculties and
existing prejudices may have to give way to attainment of this object.
What 1 would greatly prefer is that our own troops in Egypt should be
released for Mesopotamia and replaced by Japanese troops. There would
be an obvious reason for this in that they would be protecting one of the
great waterways of the world in the security of which they have an
iimportant interest.

Private. Your private telegram of Gth October. Walsh hopes to leave
Marseilles Gth November. J presume that you intend to appoint him to act
in absence of Cha.mier and not as temporary additional judge (see your
telegram of '2 1th July). Please let me know whether I am correct, and if so,
date of your anouncement of acting appointment, as 1 wish to make an
announcement here, and permanent appointment, which will not take effect
till spring, cannot well be announced earlier than the Patna appointments.
