(iii.) Movement over in peace, and, if necessary, control in war, of Egyptian
State Railway and the Sinai line, if it is taken over by Egypt.
Existing facilities for rail or water transport not to be reduced
without consent of His Majesty’s Government, and facilities to be
afforded for any extension of communications which interests of the
latter may require. All existing concessions and privileges to be
continued. The Egyptian Government shall at all times give every
facility in their power for the transport of British troops through their
territories to or from the Soudan.
(iv.) Control of all telegraphic, telephonic, wireless and signal communica
tion in war. Right to full use of existing facilities and to erect and
work wireless stations wherever we please for military purposes in
peace and war. Present privileges as regards rates to be maintained,
(v.) Powers should be reserved for us to requisition supplies in the case of
necessity arising.
Training.
(d.) The right to retain and to take over suitable localities for the training of
troops, including R.A.F.
Forces raised and maintained by Egypt.
( e ‘) (*•) The maximum size of the forces (navy, army and air force), both
active and reserve, allowed to be maintained by the Egyptian Govern
ment to be laid down by the British Government The clause should
permit the Egyptian Government to submit proposals for increase for
consideration of British Government from time to time, should changes
in the situation appear to demand an increase.
(ii.) Egyptian Government not to construct fortifications, military works or
strategical railways or to organise bases for military operations
without the consent of the British Government.
(iii.) Egyptian Government to place at disposal of the British commander a
certain quota of armed forces in any circumstances in which it appears
likely that British troops in Egypt will be used in the defence of that
country against foreign aggression or in the event of local risings.
(iv.) Foreign subjects, other than British subjects, are not to be employed in
the armed forces of the Egyptian State or in the police or civil
administration without the consent of the High Commissioner.
(v.) The Egyptian Government to guarantee the supply of maps and plans,
(vi.) All the arms and equipment of the armed forces of Egypt to be of
British pattern and obtained from British sources.
Police.
(/.) The right to police towns with military and R.A.F. police to maintain order
and discipline amongst our troops and camp followers, but not to interfere
with tbe civil police.
Trial in Civil Courts.
(g.) The right to try members of our own forces and camp followers attached
thereto in our own courts for all offences, and not submit them for trial to
an Egyptian court of law.
Import Military Stores.
(h.) —(a.) The right to import and export military and aerial stores and supplies,
and goods for the personal use of members of these forces, subject to
rebate of duty.
