Sir, War Office, February 8 , 1921.
I AM commanded by the Army Council to forward herewith some notes on the
Milner proposals, which notes contain protecting clauses which appear necessary on
military grounds.
I am to say that a further memorandum on certain financial questions involved
will be forwarded at an early date.

Notes on Lord Milner's Memorandum of August 18, 1920: List of Points it is
considered should be added as Clauses to the Treaty with the Egyptian
Government.
Special Interests.
1. PARAGRAPH 4 (2) of the memorandum states that—
“ Egypt will confer on Great Britain the right to maintain a military" force
for the protection of her Imperial communications.”
This wording should not be allowed to stand, and after the words “ Imperial
communications” the words “or other special interests” should be added.
Clauses to be included in the Treatv.
2 . Clauses for the protection of these special interests should be included and
cover the following points : —
Strength of Force.
(a.) Right to determine the strength of the (Imperial) military force, including
R.A.F. allotted to the army.
( 6 .) Right to determine the location of the (Imperial) troops and R.A.F.,and these
locations would be governed by the necessity to—
(i.) Guard our communications, such as the Canal, entry to Soudan via
Cairo, &c.
(ii.) Garrison ports, such as Alexandria, Port Said, &c., required for the
use of British forces.
(iii.) Provide aerodromes, landing grounds, &c., and guards for them.
No restriction to be placed on British military aircraft flying over
Egyptian territory.
(iv.) Provide troops and R.A.F. as escort and guard for the High
Commissioners and in such localities as it may be deemed
advisable for the protection of foreigners.
Bases and Movement in Peace and War.
(c.)-(i.) The right both in peace and war to concentrate British troops and
R.A.F. in any strength that the British Government may 7 consider
desirable, add establish bases in view of a campaign in any theatre of
war which might make Egypt a suitable point of concentration.
(ii.) The right to construct defences, temporary or permanent, against any
form of attack, either actual or anticipated, both in peace and war,
and to construct barracks, camps, &c., for the accommodation of troops
in any locality 7 .
