to the Secretary of State for the Colonies by the
Resident of the Persian Oulf, certain instances of
interference in the affairs of the principalities of
the Persian 3ulf coast on the part of the Amir of
Haas, whether with or without the knowledge and
approval of Ibn Saud, have recently occurred. Us
Uaiesty's Government therefore carae to the conclusion
that if Ibn Saud were not asked to reaesume the
obligation imposed unon him by ArUcle 6 of the ireaty
of 191f’, he mbsht infer that they would not oooosf any
interference by him with the integrity of the rulers
in question, and would thus be encouraged to extend
his influence in South ~sst Arabia. His Majesty's
Government have decided that representations should
be made to Ibn Seud on the subject o r the activities
of the Kmir of iasa, with which, indeed, ao he lias now
been in the Hejas for the past two years, he may be
little acouainted. 1 enclose a copy of a letter from
the India Office to the Colonial Office which shows
to which of the actions of the Emir exception could
ri.ditly be taken. If you consider that it would be
desirable to obtain some indication ns to the utility
or otherwise of including the proposed provisions or
as to Ibn Baud’s probable attitude towards ft proposal
to include it, you may make reoresentations on the
subject of the Emir’s activities to Ibn Caud before
approaching him on the general nuestion. If, however,
Ibn Saud should finally prove unwilling to agree to
reassume the obligation in the new treaty, you should
inform him that His Majesty’s Government hold them-
selves free to take what action they consider necessary
in particular cases.
