WITH reference to my telegram No. 187 of to-day, I have the honour to transmit
to you herewith copies of a letter which I have received from the Minister for Foreign
Affairs on the subject of the general treaty, and which amounts in effect to a counter
draft. I attach my comments as a separate enclosure.
2. Though signed by Feroughi, there is every indication that this letter, like
his previous ones on subjects connected with the general treaty, is the work of
Teymourtache. If any weight at all is to be attached to his assurance that he has
left no margin for further concessions on the Persian side, it must be admitted that
this counter-draft is extremely disappointing. On many points regarding which I
had every reason to hope that we had reached a satisfactory settlement on the basis
of the latest British draft, I find that his Highness has reverted to a previous
attitude; often, as in the case of the introductory article to the Slavery Protocol,
without even commenting on the subsequent British counter-draft. The latest
British draft of article 1, arrived at after so much difficulty, has been rejected in
favour of a text which I fear will hardly prove acceptable, though Feroughi has
not definitely abandoned, as a less desirable alternative, his earlier proposal, the text p
of which I forwarded under cover of my despatch No. 368 of the 29th July.'^ * u*
(Feroughi’s Annex No. 1 repeats this text, with the exception of a correction which j
I had made in the last paragraph with a view to clearness.) The Hen jam Protocol,
as now suggested by Feroughi, has several alterations of an objectionable character,
and contains unnecessarily irksome restrictions. The Bahrein article, though finally
omitting any reference to Persian consular representation, appears open to objection
on other and new grounds. A deadlock seems to have been reached in the matter of
Tamb. And finally, in the matter of claims, the debt, the Henjam lease, and more
especially the compensation demanded for Bahrein, the Persian Government’s j
desiderata are little short of preposterous. I
3. As stated in my telegram No. 188 of the 12th August, I have merely
acknowledged the receipt of this letter, and do not propose to enter on any further
discussions without your instructions.
4. It seems to me that the time has now come for me to communicate to his
Highness, under your instructions, a statement indicating in detail the limits to
which His Majesty’s Government are prepared to go, and to let him know definitely
that if the Persian Government persist in their exaggerated pretensions, no purpose
can be served by my continuing these negotiations.
5. A copy of this despatch has been sent to the Foreign Secretary to the
Government of India, and to His Majesty’s consul-general at Bushire.
