My Lord, Constantinople, April 25, 1891.
WITH reference to my despatch of the 14th ultimo, I have the honour to
report that I instructed Sir A Sandison to make a representation to the Grand Vizier
respecting the alleged outrage by zaptiehs on an Armenian near Bitlis. His Highness
has now assured Sir A. Sandison that the culprits were actually under trial, and that
he had instructed the Governor to communicate the sentence passed on the accused,
and to explain the reason of the delays which have occurred in the matter.

My Lord, Constantinople, April 27, 1891.
I HAVE the honour to transmit herewith a copy of a despatch from Her
Majesty’s Acting Consul at Erzeroum reporting that fresh arrests of Armenians were
taking' place, in spite of the fact that a telegram had lately been received by the
Armenian Gregorian Bishop at Erzeroum from the Patriarch in Constantinople
informing him that a general pardon had been granted by the Sultan to all Armenians
in prison.
On the 14th ultimo I inquired from Her Majesty’s Consuls at Erzeroum, Aleppo,
and Trebizond, and from Her Majesty’s Vice-Consul at Van, how many Armenian
political prisoners were still in custody in their districts.
I have now the honour to inclose the replies from the four above-named Consular
officers, forwarding complete lists of political prisoners, as required.
I have caused the inclosed lists to be shown to the Grand Vizier.
A Memorandum from Sir A. Sandison is herewith inclosed, with a list of prisoners
in Van, Bitlis, and Erzeroum, which was supplied to him by the Grand Vizier. In
this list political and ordinary prisoners in the Vilayets of Van and Bitlis are not
distinguished.
I have, at the Grand Vizier’s request, furnished his Highness with an abstract
embodving the details of the various lists which are inclosed in this despatch.
