May) and about 25 kltassadars lay up in the
hills in the vicinity of Landi Kotal with the
object of capturing or killing some of the
Zakka Khel, who were concerned in the fight
with the Hazarnao gang of outlaws, in which
two khassadars were killed (see Journal for
July); and on the 1st of September, a party of
15 khassadars, also under Ismail, arrested at
Yakha China one Akbar, an ex-khassadar who
deserted fromDakka in 1903, and came to live
in Shilman limits. Akbar managed to escape
while being taken to Dakka, but Ismail is a
determined and energetic man, and it is likely
that he will be heard of again in British territory.
Instructions have been issued for the Political
Agent to address the Sarhang calling atten
tion to these two cases, and asking him to keep
bis khassadars within Afghan limits. The
Political Agent has also been instructed to
treat all armed Afghan khassadars found
violating British territory as raiders, to
endeavour to capture them, and to use force
if they resist.
The Amir replied on the 27th August to
His Excellency the Viceroy’s letter of the
3rd August about the Matanni raid and the
committee for the settlement of frontier cases
(see last Journal). His Highness maintains
that the report of the British frontier officials
does not correctly represent the case, and says
that, although Shakar was not to blame, in
order to remove the cause of complaint, he has
been placed under the orders of the Hakim of
Jalalabad (which confirms the entry in last
Journal about Shakar’s appointment), without
whose written permission he will not be able to
go to his home.
As regards the frontier committee, the
Amir says that the men selected are ready, and
on learning the frontier and direction from
which work will begin, they will start in the
direction indicated. The Agent to the
Governor-General, North-West Prontier Pro
vince, has accordingly been asked to submit
proposals as to the field of the Committee’s
labours.
Kurram .—On the 13th August, a raiding
gang of Jajis from Jaji Maidan in the Amir’s
territory raided the cattle belonging to the
village of Ghamkote in Lower Kurram, when
grazing in the hills, and drove off 47 head.
The mules and donkeys stolen from the
Turi wood-cutters (see last Journal) have been
traced to Jaji Maidan, but as it is useless to
inform the Afghan Governor of Khost, who
refuses to take any action in such cases, orders
have been issued jfor the arrest of any Jajis
connected with the thieves, should they visit
Kurram.
