Sir A. Ilarclinge has been asked to obtain
the consent of the Persian Government to the
despatch of a reserve of arms for the Meshed
and Seistan Consulates for use in case of
emergency. The Russian Consulates at both
places have already laid in a reserve of rifles
and ammunition. Sir A. Bardinge says he
will apply for the necessary permission; but as
he may not be able to prove the existence of
the reserves in the Russian Consulates, he
anticipates some opposition.
Turbat-i-Haidari. —Sadik, the murderer
of Meshidi Saleh (see last Journal), has been
Bent to Meshed. His servant, who was tortured
to compel him to give evidence, has died.
Another attempt is being made to arrest
Amir Khan, the robber, who attacked the
sowars attached to the British Consulate (see
Journal for April). The Moazaz-ul-Mulk has
been ordered to capture him, but it is improb
able that he will do so.
SEISTAN.
With reference to the new passport regie*
merit, referred to in the last Journal, Mons.
Molitor has told the British Consul that he is
representing to superior authority the unfor
tunate results which the new conditions will
have on trade with Afghanistan. He admits
that this trade, once flourishing, has almost
ceased to exist.
A bi-weekly postal service between
Nasratabad and Koh-i-Malik Siah has been
sanctioned, and Mons. Molitor is pressing for
permission to convert it to a tri-weekly service.
At the beginning of July, a dispute about
water from the Helmand arose between the
Afghans and Persians in consequence of the
latter opening two canals from the main
stream nearly opposite Nad Ali. The Afghans
crossed the frontier and closed the canals, but
subsequently permitted one to be kept open for
a short time. Lieutenant Keyes visited the
spot, and advised both parties to refrain from
further quarrelling, pending the acceptance of
Colonel McMahon’s water award (see Journal
for April). The Mushir-ed-Dowleh has also,
at the request of the British Legation at
Tehran, wired to the Yamin to keep the peace,
pending a settlement of the matter by proper
authority.
The British Consul left Nasratabad on the
13th June on a two months’ tour in the Kain
and Biriand districts, accompanied by the
British telegraph signaller, Mr. Howson.
Captain Macpherson has been very well
received at the places visited so ^r; and
except at Sarbisha, where the Persian Tele
graph Master was inclined to be rude, the
Persian telegraph officials have allowed Mr.
Howson full access to all the telegraph offices
