The Amir has issued a proclamation invit
ing the Hazara refugees in foreign territory
to return to their homes. He has promised to
restore to them their lands, provided that they
return before September 1905. A copy of the
proclamation was sent under a registered cover
by Nazar Muhammad, an employe of the
Amir’s, to the Subadar-Major of the 106th
Hazara Pioneers.
Kabul .—On the 1st January, the Amir
sent Mr. Dane a note which he had drawn up
in consultation with the Council of State.
In it he stated that, if Mr. Dane’s object
was to make a new Treaty, it would be
necessary to summon all the tribes of Afghan
istan. Surprise was expressed that the question
of resisting the Russian advance into Asia or
of attacking that Power had not been discussed,
as it had been understood that that was the
object of the Mission. If the old Treaty was
recognised as still valid, the Amir was willing
to execute an Agreement (of which he for
warded a draft) confirming it, and he made
suggestions for a Subsidiary Agreement depend
ent on the acceptance of the Afghan view of
the validity of the Agreement with the late
Amir. This Subsidiary Agreement was in effect
a far-reaching proposal for the defence of
Afghanistan with British assistance. No
answer was given about the control of external
relations, the demarcation of the Afghan
frontier, or other points referred to in the
interview between Mr. Dane and the Amir on
the 22nd December.
On the 5th January, Mr. Dane had an
interview with the Amir, in which he further
explained the views put forwarded in his note
of the 1st. The Amir refused to discuss minor
matters until made aware of the views of the
Government of India on his proposed draft
Treaty and Subsidiary Agreement.
The Government of India considered that
the Amir’s attitude was due to his still being
in doubt about the grant of the arrears of sub
sidy and of the intentions of Government as to
the import of munitions of war. Mr. Dane
was accordingly empowered to inform His
Highness that, if the draft Treaty and Sub
sidiary Agreement, as approved by the British
Government, were accepted, the arrears of the
subsidy would be given and the import of
arms, free of duty, in sufficient quantities to
equip the Afghan army would be permitted
subject to control by the British Government
m special and exceptional circumstances. The
conditions of purchase from British firms and
of the supply of information about orders of
arms were to continue to hold good.
