cost has been paid by Persia; and asked
whether he knew if the Persian Government
w ere prepared to effect immediate payment.
18. Jask .—On the 4th December, Mr.
Grant Duff w T as asked by telegram when
further information might be expected in
regard to the levy of Customs dues on rations
for the Jask detachment (vide Memorandum
for August, paragraph 21). In reply,
Mr. Grant Duff telegraphed on the 14th
December that the Persian Government
declined to grant free importation for the Jask
guard, and suggested that perhaps the difficulty
could be got over by addressing all articles
destined for the guard to the Telegraph
Inspector.
19. Kerman. — (Vide paragraph 23 of
Memorandum for August 1905.) Dis Royal
Highness the Ain-ul-Mulk has been appointed
Dcputv Governor of Kerman, and His Royal
Highness the Adibud-Dowleh is appointed
Yazier; both are brothers of His Royal High
ness the Rukn-ud-Dowleh. The Ain-ul-Mulk
b generally liked by the people, and Ins
brother seems a better informed man than
most Persians.
20. (Vide paragraph 20 of Memoran
dum for November 1905.) Throughout the
first week in November, the town w r as in a
state of suppressed excitement. On the 1st
of November, the Sirkar Agha (Head Priest
of the Sheikbis) was greatly insulted by the
Balasiris, who finally took a donkey dressed
with a turban and drove it into his Mosque
while he w'as preaching. On the evening of
the 2nd, the Sirkar Agha, at the insistence of
the Sardar, left Kerman for his estates at
Paghin, one march out of the town.
The followers of the expelled Mujtahed
Ilaii Mirza Muhammad Heza hold Rozakhani
meetings in his house and beat their breasts,
w ailing° as though it were Mohorrum. His
Majesty's Consul does not anticipate any seri
ous outbreak for three reasons, unless the
matter is taken up in otl.er towns lusty,
the Kermanis have already shown their extreme
cowardice; secondly, the Balasiri Mullas lost
a great amount of their incomes owing to the
presence of the dismissed Mujtahed; thirdly,
it is believed that the Sardar has bribed all the
other Mullas not to let the matter go too lar.
The town continued to be quiet between
the 5th and 12th November. The people
defiled the Mosque of Sirkar Agha, and ha\e
not even respected their own Mullas. 1 ie
Imam-i-Juma and Agha Bakir have both been
t 0 their Musjids, but have been insulted by
members of their own sect, mostly women.
