8. Shiraz.—{Vide paragraph r 5 of
Memorandum for September 1905.) On the
22nd November 1905, His Majesty’s Charge
H’Affaires, r l ebran, telegraphed that during the
Shiraz riots there had been repeated attacks on
Jewish quarters and one Jewish woman at least
killed. His Majesty’s Consul recommended to
a Jew r , who w as an Italian subject, to collect
as many Jewish women and children as
possible into his house to save them from
danger, and the Consul then placed a guard
of Indian Cavalry over the house. The
Mushir-ed-Dowleh requested Mr. Grant Huff
to withdraw the soldiers, but the latter
declined to do so, in consequence of the
prevailing annrchy. The Mushir-ed-Howleh
stated that the Shah had ordered him to
complain of Mr. Grant Huff’s action to His
Majesty’s Government. Mr. Gr/mt Huff
merely replied that he had laid his report of
the matter before His Majesty’s Government.
On the 24th November 1905, His Majesty’s
Charge d’Affaires, Tehran, telegraphed that,
at an interview between the Oriental Secretary
and the Grand Vizier, His Highness had
admitted the state of Pars to be deplorable,
but that, in view of the Shah’s attitude, he
could not officially say this.
9. Private information shows that the
Shoa-es-Sultaneh (Governor-General of Ears)
owes the Persian Government 27,000 tomans
on account of the revenue of last year, and
80,000 tomans for the current year, although
he has already collected four-sevenths of the
revenue of this year.

for October 1905 ) Some more robberies are
reported from Mulla Khaneh, near Bagh-i-
Beh Sheikh, about 20 miles south-w r est of
Shiraz, and from Mian Kotal on the Bushire-
Shirai; road. r l'he reports received by His
Majesty’s Consulate of the working of the new
arrangement on the Bushire-Shiraz road are
almost as unsatisfactory as was to be expected.
The first act of the two or three soldiers
quartered at Khaneh Zinian was to sequestrate
all the sheep they could lay hands on and shut
them up in the caravanserai, on the pretext
that they w r ere grazing on the Imam-i* Juma’s
lands. The owners were forced to redeem
them at 5 or 10 shahis (=1 to 2 annas) per
head.
11. A body of 13 horsemen under Soulat-
el-Bowleh arrived at Khaneh Zinian about the
19th October. He is charged with the pay
ment of the Tufangchis (road-guards) on the
increased scale of krans 40 per month. This
he is effecting by paying each man krans 12-10
sbahis in cash and giving them a cheque on
the local Kedkboda for the balance. The
