34. On the 17th March 1905, Sir Arthur
Hardinge instructed Captain Macpherson by-
telegram to reply to the Director of Customs
to the effect that his demand was unsupported
by the R&glement Legal, and that no new
formalities, not explicitly prescribed in that
instrument, could be complied with, until they
had formed the subject of agreement between
the Legation and the Ministry of Customs;
he was to add that interference with the mail
bags would be resisted by force, if necessary,
and to advise the Director before allowing
the question to assume an acute form to explain
to Tehran that the foregoing instructions were
issued by His Britannic Majesty's Minister,
and to ask for further orders.
Captain Macpherson on the 22nd March
addressed a letter to the Director of Posts,
Seistan, in accordance with Sir Arthur
Hardinge’s instructions.
35. Lingah .—In accordance with in
structions from the Government of India, the
Political Resident, Bushire, has written to the
Governor, Bushire, stating that, although the
ownership of Sirri island is still under discus
sion between the British and Persian Govern
ments, the murderers were actually on Persian
soil and in Persian custody, and asking that
prompt and adequate punishment may be
inflicted on them. The Darya Begi has
replied that he has received orders from his
Government to take the murderers out to sea
and drown them (mde entry in Memoran
dum for February 1905, paragraph 33).
36. Kerman .—On the 17th January,
Mirza Keikhusro, the Secretary of the Parsee
Anjuman and teacher in their school, left
Kerman unawares. It is said that, under
promise from Monsieur Miller, the Russian
Consul, of a good post, he secretly left for
Russia. Monsieur Miller accompanied him
one stage and sent his Cossacks to escort him.
In a letter since received from him, Mirza
Keikhusro says he is going to live in Odessa
and be Russian Agent for trading with South-
East Persia.
The Parsee Anjuman telegraphed to
Tehran, accusing the Russian Consul of causing
the desertion of their Secretary and school
teacher, Keikhusro. The Persian telegraph
official divulged messages to the Russian
Consul, who called on Mulla Sarush and
expressed regret, and said that, if the Anjuman
wished, he would recall Keikhusro; he then
wished to see Mr. Ardeshir Edulji, the Agent
of the Parsis, who declined to receive him.
37. Mons. Miller has appointed Saeed
Abbas, a leading merchant of Bam, to be
Russian Agent. So far he is not recognised
as such officially.
