acquaintance of the Residency Surgeon, or
to obtain information from him regarding Gulf
quarantine. He left on the 31st January in
customs steamer Muzafferi.
29. With reference to the Memorandum
for October, paragraph 25, Sir Arthur Hard-
inge, in a despatch of the 30th December, states
that he does not consider that M. Naus or
the Persian Government are likely to raise the
general question of quarantine arrangements,
and that he also is averse from doing so.
Should the question arise, Sir Arthur Hardinge
considers it very likely that he could obtain
a formal recognition of the position now held,
de facto, by our doctors at Gulf Ports, in
return for our acceptance of a procedure for
the issue of orders to them less offensive to
Persian susceptibilities than the present one.
30. The proposal to place quarantine
arrangements at Kermanshah in the hands
of the English doctor, Sir Arthur Hardinge
considers, would lead to a protest from the
Russian Legation, who would insist on equal
rights for their Consular Surgeon at that
place. If, as seems probable, the cholera
re-appears this spring in Kermanshah, it is
probable that local quarantine will again be
administered by M. Molitor, in whose fair
ness and efficiency, so far as it is possible to be
efficient with such inadequate resources, our
experience of last summer justifies us in
feeling reasonable confidence.
31. On the 24th February, the Viceroy
telegraphed that he had no wish to re-open
the quarantine question at Kermanshab so
long as British control of the arrangements in
the Gulf remained undisturbed.
32. The Tehran Sanitary Council has been
holding regular monthly meetings since its
institution last summer during the cholera
epidemic. Its leading spirits are Dr. Schneider
and Dr. Obermayer, Delegate of the Ottoman
Sanitary Board, which, however, as at pre
sent constituted, is of no practical utility. It
is without a budget, and is compelled to con
fine itself to making unimpeachable recom
mendations regarding petty items of expend
iture over which it has no control. It has also
organised a system of correspondents through
out the country to report on matters in
connection with epidemics.
No disposition has been shown to touch
on any of the thorny semi-political quaran
tine questions, such as the Russian cordon
in Khorasan, or the British quarantine control
in the Persian Gulf.
