Norway and Czechoslovakia seem also to be in general agreement with them,
but naturally attach importance to special consideration and treatment for
nations whose economies have been shattered by war. This group which give$
general support to the U.S. views consists of nations with developed industries,
which in normal times export manufactured goods and import primary products.
The reduction of trade barriers is of obvious advantage to them.
To countries which export primary products the reduction of trade barriers
is of less concern. Their main interest is to maintain stable demand and prices ^
for their products. Australia and New Zealand are the leading representatives
of this point of view. Dr. Coombs, the chief Australian delegate, who spoke
with force and clarity, has stated their requirements. These include measures to
stabilise commodity prices, protection for any infant industries which are planned
as a means of diversifying agricultural economies, and escape clauses covering
nations adversely affected by failure on the part of one or more of the great
manufacturing nations to maintain full employment and a high level of demand.
The other nations whose economies are as yet relatively little developed and
industrialised are following the Australian lead of protection of “ infant
industries.'’ This group includes India, Brazil, Chile, China, Lebanon and Cuba.
Their main concern is to secure protection for the development of their industries
and a rising standard of living for their people.
All these countries with specialised interests are looking for exceptions to
the general principles propounded by the U.S.A. At the official level, however, at
which these discussions are conducted (only a few delegations are led by Ministers),'*
it seems possible that agreement can be reached, but in the minds of all the
delegates lurks the fear, to which they occasionally give expression, that what they
can accept, their Governments, less instructed and more liable to pressure from
groups which have only their own limited interests to consider, will reject.
