Please refer to correspondence ending your telegram of 18th March
21566(N.R.W T .S.). Tigris Flotilla. Colonel Maxwell who was deputed by us to
inspect and catalogue livercraft fleet in Mesopotamia has returned with necessary
data. We propose circulating catalogue after printing to all persons interested.
2. Five paddle steamers impressed from Irrawaddy Flotilla Company have
been returned to Rangoon, and six 125 feet barges supplied from England, also
other small craft obtained from India, are now in Bombay and Karachi.
3. W e should be glad to learn whether negotiations with Lord Inchcape
have materialised, or whether we should now dispose of these crafts. If the
latter, we propose to offer craft obtained in India first to former owners, at
prices based as far as it may be practicable on calculations adopted by River-
craft Arbitration Committee. This basis will, we think, be higher than that
suggested in War Offices telegram 2330 M. R. 3 of February 3rd (N.R.W.S.)
but if negotiations with Lord Inchcape have reached further stage, we should be
glad to know proposals. In any event we should endeavour to obtain maxi
mum price possible, and, if former owners many of whom have shown desire
to re-purchase are not prepared to pay this, would offer these craft and those
obtained from England in open market.
We should explain that we have not the least desire to undertake respon
sibility of sale should War Office desire otherwise, provided that former owners
in India are given option of re-purchase at a reasonable figure. But we would
again strongly urge that this be secured.
