Sir,
On your return to Tehran to resume eharge of
your post it may be anticipated that you will he met
with an enquiry from the Persian Minister for foreign
Affairs, or from the Minister of Court, as to the
manner in which His Majesty^ Government in the United
Kingdom regard the treaty negotiations on which you have
been engaged during the past two years, I think it
well therefore to review the position for your guidance
in meeting any such enquiry and more particularly in
conducting the negotiations in future.
2 « In the first place, I desire to make it clear
that, should the Persian Government show themselves
genuinely anxious to meet the desiderata of His Majesty 1 s
Government, I am no less ready than hitherto to reach
a satisfactory and comprehensive treaty settlement of
all the more important questions still outstanding*
His Majesty 1 s Government remain convinced that such
a settlement is in the interests of both countries, and
that no favourable opportunity should be lost of
reaching a mutually advantageous agreement.
2. The course of the negotiations has not shown,
however, that the Persian Government are animated by a
similar desire to bring the negotiations to an early
and mutually satisfactory conclusion, in August last,
at a time when the negotiations had already been
proceeding for more than a year and a half without
agreement having been reached on any one of the mox e

This part contains correspondence regarding wide-ranging negotiations that took place between Reza Shah's Minister of Court, ‘Abdolhossein Khan Teymourtache [Teymurtash], and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the two governments in order to resolve a number of outstanding issues. The majority of the correspondence in this part is internal correspondence between British officials, but it also contains a limited amount of correspondence in French that was exchanged between the British Minister in Tehran, Sir Robert Clive, and Teymourtache.

In addition to this correspondence, this part contains the following document: 'Memorandum by Admiralty and Foreign Office, dated 23rd, 1932 on the subject of the British Naval Depot at Henjam' (folios 553-564).
