WITH reference to my Memorandum of the 28th March, I have the honour
bo re^ovt that the inclosed^ the list of the prisoners in Van Bi t h s and Erzeroum,
cunnlied to me by bis Highness the Grand Y izier through A ekil Effendi.
This list of the Grand Vizier does not distinguish hehveen pol.tmal and ordinary
prisoners for the vilayets of Van and Bitlis, while for Erzeroum the Turkish total
(seventy-six) does not agree with that furnished by > s ^“gANDISON.

My Lord, Constantinople, May 5, 1891.
AAMTH reference to my despatch of the 13th March, I have the honoui to
transmit herewith to your Lordship a copy of a despatch which I have received Irom
Her Majesty’s Acting Consul at Erzeroum, informing me of further accusations
that have been brought to his knowledge against Ahmed Bey, ex-Kaimakam o
Alashgird. „
By my instructions, Sir A. Sandison at once brought the matter to the notice o
the Grand \ r izier.
His Highness, in reply, stated that he thought Halim Bey, Ahmed's successor,
was likely to proceed at once to bis post at Alashgird, and that he would not delay his
arrival till the Yali returned, as represented by Mr. Hampson.
