Hazara Levy Cor^s.—Forty-nine Hazaras arrived in Birjand from Meshed
on 16th January and left for Neh on 18th. They have charge of an Afghan
prisoner who was arrested by the Cossacks for serving under the Germans.
Insecurity of the roads. —The Consulate and Column post, which left Sistan for
India on the 18 th January, was looted by four or five Baluchis on the following
day at Beg Chah, 18 miles north of Koh Malik Siah. It contained no letters of
importance from the Consulate.
News from Bam.—I hear that Zugmayer has only an escort of about 12 sowars
with him. He has sent word to the Sarhaddi Sardars that he will engage as many
of their men as they can give, but he wishes to interview the Sardars first.
The men are to stay at their homes until summoned hereafter.
In Fahreh it is said that a number of local men have been enlisted and provided
with German hats (? or badges).
The news of Seiler's departure fronTKerman for Khabis and Deh Salm reached
my reporter on the 21st January. It was said that this party was anxious to pick
up some boxes hidden near Kain by Niedermayer’s party.
The fodder crisis in Sistan. —The Majlis of Kadkhudas has agreed to sell us
2,700 kharwars (Sistani) of wheat and grain. “ Sanads ” (written promises) are
being taken from each individual about the amount he will provide. The most
troublesome grain-holders during the latter part of the negotiation have been
Haider Ali Khan (who objected even to providing 100 kharwars) and Kadkhuda,
Fakir, headman of the Khammar tribe and a very rich man. Sardar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Ali Khan
is now working very hard to collect the 700 kharwars to be produced from his
district Shab-i-Ab.

The volume contains correspondence regarding the Persian Campaign of the First World War and the movements and activities of the Central Powers in Persia [Iran] between November 1915 and April 1916. The correspondence is particularly concerned with German and Ottoman attempts to infiltrate Afghanistan from Persia, and of ensuring the continued neutrality of both Afghanistan and Persia.

The primary correspondents are the British Legation, Tehran; the British Consulate, Seistan and Kain; and the Government of India.

The volume contains a single folio in French (f 164), a communication from the National Committee for the Protection of the Independence of Persia.

The volume includes a divider which gives the subject number, the year the subject file was opened, the subject heading, and a list of correspondence references by year. This is placed at the back of the correspondence.
